Job Title: HSE Officer
Location: Rivers
To report to the QHSE Manager
Job Summary:
Administering and improving the company’s Health, Safety, and environment programmes in accordance with International Oil and Gas Sector requirements.
Responsibilities:
Monitoring compliance with the revised company HSE procedures
Developing proactive measures to mitigate project risks
Identifying and assessing work–related risks
Ensure that all work environments are HSE compliant
Documenting HSE risks
Documenting company HSE statistics and reviewing them to ensure that company HSE targets are achieved
Providing appropriate First Aid and PPE as and when due
Assisting in the briefing and training of all staff on identified safety issues and retain records.
Compiling manufacturers’ safety data sheets for all substances used for work.
Conduct HSE audits at each project site and ensure identified actions are taken
Assist with the preparation of HSE plans
Conduct HSE in-house audits and inspections to assess company compliance with HSE plan
Report all safety acts worthy of emulation.
Ensure all project equipment are certified
Ensure project staff are certified
Assist in the conduct of the monthly HSE meetings
Make inputs into the monthly HSE reports
Qualifications and Requirements:
A minimum of 2 years working experience in HSE in the Oil and Gas Industry
Valid safety courses
Very sound written, communication and presentation skills
Excellent coordination and interpersonal skills
Demonstrable ability to implement HSE management systems
Ability to conduct HSE audits
Ability to manage the company’s HSE database
Ability to plan and implement the testing and certification of project equipment
A good university degree or its equivalent.

JOB DESCRIPTION
DESCRIPTION OF THE SERVICE:
The SERVICE consists of supervising the execution of engineering for what concerns piping matters for all PSF package.
SPECIFIC ACTIVITIES:
To track and follow up CONTRACTOR’s activities in his/her discipline and ensure compliance with Project Specifications Codes and Standards.
To ensure that scope of work is fulfilled in his/her discipline. This includes ensuring that Group Leader is kept informed of the main decisions and liaise with the department to ensure that Group policies are applied.
Ensure close coordination between Structural Engineer for interfacing of piping (and accessories) supports design.
To review and comment on CONTRACTOR documents in due time and as expected as predetermined in the Contractual requirement.
To report to COMPANY Head of Engineering on progress of his/her activity on an ad hoc or regularly and minimum weekly basis.
To anticipate problems in his/her discipline and inform COMPANY Head of Engineering.
To highlight and report any deficiencies or changes to the Contractual scope of the basis of design. Management is to be immediately informed regarding any deviation, risk or concerns related on HSE, technical, planning or cost issues.
To review and analyze planning updates including critical path for discipline related activities; review and approve progress for discipline related activities, and coordinate with COMPANY Head of Engineering.
To ensure that CONTRACTOR resources and organisation are adequate and competent fo achieving the discipline engineering and procurement works.
To prepare responses to all technical requested from CONTRACTOR and Project with the aim to add value by minimising costs without sacrificing safety or the level of quality.
To provide detailed assistance to our client Head of Engineering on derogations, exemption or modification requests.
To undertake technical evaluation of Change Order Requests for the parts related to the discipline.
To participate in all audit activities (HSE, 3D Reviews, PTRs, HAZOPS…).
To follow-up procurement, MIE, construction, expediting, FAT and assist in pre-commissioning for discipline related activities.
Ensures compliances with storage, preservation and protection requirements of PVV equipments at package vendor facilities and at site.
To ensure adequate workload sharing with discipline engineering, and to ensure that discipline
Engineering benefits from his assignment on Project. Also, to be available to provide discipline added value point of view to other Project activities than for engineering (e.g. QA/QC activities, precom/com, start-up, O&Ms…)
To participate and propose solution in interfaces resolution between Contractors for all PVV matters.
